Launch the game to check if the problem persists. If you are still seeing a Black screen, we suggest uninstalling the TOF and installing it again. This classic method works for most cases. While this method may take some time, it will hopefully solve the issue. If your game files were corrupted, this method would re-download those files. Then, hit the Verify Integrity of game files option.
Select the Properties option and select the Local Files tile to your left pane. Find and right-click on the Tower of Fantasy. Launch the Steam client and select the Library. So, disable them temporarily and launch the game to check if it works out. Some of the Anti-virus programs also block the client or launcher. While these programs offer security against malicious applications and data, they can interfere with your running programs. Disable the Anti-Virus Programs & Firewall Temporarily So, make sure that your game is updated to its latest version. 
If your game does not have the latest update, it can cause such errors and issues to occur.
Launch Tower of Fantasy to check whether the issue persists. And hit the End task option to clear these programs. Then, select the background processes that are taking too much memory (RAM). So, hit the CTRL + Shift + Esc button to launch the Task Manager. Several background running processes can cause TOF to cause such bugs and issues.
